Are you on iOS 13?  The interface has changed for Shortcuts within a Share Sheet, so now the shortcuts are listed at the bottom of your Share Sheet list rather than a Shortcuts button. Also, make sure to turn on "Show in Share Sheet" so that it will show up in the list.

Below is the Shortcut for this. For the export format, you can select either an MP4 audio file or an AIFF file.
